On December 28, 2019, the commissioning ceremony of the Navoi PVC, Caustic Soda, and Methanol Production Complex Project in Uzbekistan (hereinafter referred to as the “PVC Complex Project”), executed by Shanghai Huangqiu Company and China CAMC Engineering Co., Ltd., was held at the project site. Uzbek President Shavkat Mirziyoyev attended the event, and with his push of the startup button, the project was officially declared a successful operational launch!
The PVC Complex Project stands as one of the key achievements of China-Uzbekistan cooperation, a major initiative under the Belt and Road Initiative to promote international industrial capacity collaboration. It is the largest single EPC (Engineering, Procurement, and Construction) project undertaken by Chinese enterprises in Uzbekistan and the country’s first-ever successfully implemented PVC production facility.

The project involves the construction of new production lines with an annual capacity of 100,000 tons of polyvinyl chloride (PVC), 75,000 tons of caustic soda, and 300,000 tons of methanol. With a total contract value of $430 million, the project will fundamentally end Uzbekistan’s long-standing reliance on imports for key chemical raw materials such as PVC, caustic soda, and methanol.

Shanghai Huangqiu Company was responsible for the project’s design, equipment supply, civil construction, installation, commissioning, and training. Notably, 80% of the on-site equipment and materials were sourced from China, truly introducing “Chinese technology” to the Uzbek market and comprehensively promoting “Made in China” across the country.
